Declaration on accessibility

As a public body within the meaning of Directive (EU) 2016/2102, the Stiftung Preussischer Kulturbesitz endeavours to make its websites and mobile applications accessible in accordance with the provisions of the Federal Disability Equality Act (BGG) and the Barrier-free Information Technology Ordinance (BITV 2.0) for the implementation of Directive (EU) 2016/2102.

When developing the project website „Art, Theft and Restitution - Forgotten Life Stories“, the foundation paid attention to accessibility. The aim was to ensure that people with disabilities can also use the website.

Compliance with the requirements was checked by means of a BITV-WCAG test report dated 24 June 2024. Based on the review, the website is partially compatible with the aforementioned requirements due to the following incompatibilities.

The content listed below is not fully accessible:

  • Missing alternative texts for graphics: Some graphics on the website are not provided with meaningful alternative texts. Alternative texts are necessary to make the content of images accessible to users with visual impairments.
  • Non-consecutive numbering of headings in chapter 4: Due to the content, the numbering of the headings in chapter 4 is not consecutive. A clear, consecutive structure of the headings makes navigation easier, especially for screen reader users.
  • Insufficient labelling of headings: Some headings are not correctly labelled, and for chapter 7 (glossary) the heading labelling is completely missing. The correct labelling of headings is important for the semantic structure of the page and enables better orientation and navigation.
  • Links based on sensory characteristics: Some texts contain links that rely solely on sensory characteristics such as colour and position, without any additional information. This can be problematic for users with colour vision deficiencies or other limitations.
  • Unclear document title: The document title may not be descriptive enough, making it difficult to identify the content. A clear, descriptive title is important to help users understand the content quickly.
  • Non-compliant PDF conversion: In some cases, parts of the document are not converted in accordance with the DIN ISO 14289-1:2016-12 (PDF/UA) standard when converting to PDF format. This can affect the accessibility of the document, especially for users of assistive technologies.

As part of the revision of the website, it is planned to implement the unfulfilled requirements as soon as possible.
